Position Description Summary
Director position is responsible for the establishment of Tower Semiconductor San Antonio (TSSA) site procurement policy, adherence to that policy and all sourcing, stock room, and warehousing activities.  Accountable for creation of all stockroom policies and procedures required to meet production requirements assuring that all items meet purchasing specifications, at the acceptable inventory levels.  Schedule adequate staffing to sustain the level of support required.  Develop and implement cost reduction strategies and assure compliance with all mandated Finance requirements and assist in the identification and procurement of required materials. Establish and maintain contractual relationships with site specific suppliers.


Essential Duties and Responsibilities (may include some of the following)
•    Implement the strategic procurement policies and procedures, spending limits, alternative procurement strategies and commodities.
•    Achieve annual cost reduction efforts as required to help achieve margin objectives.
•    Identify stockroom ordering guidelines, acceptable financial spend targets, inventory level targets and cost reduction strategies.
•    Responsible for all sourcing activities at TSSA including all non-labor spending categories, capital spares and outside services.
•    Identify and implement supplier guidelines as well as internal supplier management guidelines.
•    Responsible for maintaining and reporting on raw materials, stock levels, parts inventories, and alternative stocking programs.
•    Initiate guidelines, in congruence with Finance policy, for requisitions to obtain materials, tools, supplies and services necessary to meet production requirements.
•    Collaborate with the Global Sourcing Team to drive sourcing and inventory management best practices.
•    Review and approve purchases up to the specified dollar limits. May negotiate major contracts involving large dollar amounts or long-term agreements.
•    Develop and implement cross-training plan to ensure continuous operations.
•    Identify and implement solutions to problems and provide monthly stockroom reports to management.
•    Act as liaison between Quality, Quality Assurance, Test Engineering, Process Engineering, Industrial Engineering, Production Control, Sourcing, and other departments.
•    Monitor the cost, schedule and performance aspects of major subcontracts.
•    Maintain department TS16949 and ISO 9000/14000 preparedness.


Working Environment
Assignment Complexity 
Directly leverage procurement activity for a cutting edge technology wafer fab. Decisions guide company policy on purchased materials and relationship with strategic suppliers. 
Accountability/Discretion 
Decisions ensure productivity, quality, efficiency, and safety of these assets.  Directs company assets to leverage and identify optimal resource allocation for the organization focusing on greatest ROI
Working Relationships 
Continuous interface with suppliers’ management, internal management, customers and other departments within Tower.

Working Conditions 
Normal office conditions with some travel


Experience/Proven Skills 
7 years or more experience in procurement/supply management in the semiconductor industry, with emphasis on operational buying experience.  Must have demonstrated significant performance results in the areas considered to be best-in-class supply management.  Ability to deliver results that impact the bottom line will be considered over simply years of experience.  5 years or more directly managing individuals in a very dynamic and fast-paced environment.


Education/Licenses/Certifications
Bachelor degree in business or engineering, MBA highly preferred.
