Job Description
The Learning & Organizational Development Business Partner will be an integral part of Tower Semiconductor’s L&OD team.
In this role, you will partner with HR and business leaders to design, lead, and deliver learning and development initiatives that support organizational goals, while maintaining strong ownership of planning, execution, and delivery.
This role combines business partnership, program ownership, and hands-on execution, and operates in a dynamic, global, and cross-functional environment.
This Job Is For You If
· You partner with HRBPs, managers, and business leaders to identify learning and development needs aligned with business priorities.
· You lead and own L&OD initiatives end-to-end, including planning, design, execution, tracking, and evaluation.
· You manage multiple learning programs simultaneously, with strong ownership of schedules, milestones, and delivery timelines.
· You apply a PMO mindset — building work plans, tracking progress, managing dependencies, and ensuring governance and follow-through.
· You design and implement learning solutions across digital, blended, and instructor-led formats, ensuring practical and scalable outcomes.
· You drive effective use of digital learning platforms (LXP/LMS) and learning data to support continuous learning and decision-making.
· You oversee and support learning operations, including coordination of workshops, programs, and learning activities (virtual and in-person), ensuring high execution quality.
· You manage complex cross-functional interfaces and stakeholders, influencing without authority and navigating competing priorities.
· You collaborate with global stakeholders, including US-based partners, while navigating cross-cultural dynamics and aligning global frameworks with local needs.
· You work with vendors, facilitators, and partners, supporting selection, coordination, and delivery of learning solutions.
Job Requirements
· Bachelor’s degree in a relevant field; Master’s degree – an advantage
· Proven experience 3-5 years in Learning & Development, Organizational Development, HR, or a related field.
· Strong program and project management capabilities, including planning, tracking, and governance.
· Demonstrated experience managing complex, cross-functional stakeholders and interfaces.
· Strong ownership of timelines, deliverables, and outcomes, with the ability to operate under pressure.
· Experience working in a global, matrixed, and cross-cultural environment.
· Strong consulting mindset with the ability to translate business needs into effective L&OD solutions.
· Experience with digital learning platforms (LXP/LMS) and data-driven decision-making.
· Excellent interpersonal and communication skills in Hebrew and English.
· High level of ownership, accountability, and attention to detail.
· Excellent organizational, time management, and prioritization skills.
